Apply for funding for the purchase or lease of light-duty zero-emissions vehicles (ZEVs) in high-mileage fleets operating in the Bay Area.

Clean Fleets Program

The Clean Fleets Program is an incentive program that offers grant funding to help offset a portion of the cost of purchasing or leasing new light-duty zero-emissions vehicles for fleets that operate within the Air District’s jurisdiction.

In fiscal year ending 2019, up to $5 million is available and will be awarded to qualifying projects on a first-come, first-served basis. This program is funded through the Air District’s Transportation Fund for Clean Air Regional Fund, which provides grants to improve air quality within the nine-county Bay Area by reducing emissions of criteria pollutants from on-road vehicles.

Eligibility

All public and private fleet owners located within the boundaries of the Air District’s jurisdiction are eligible to apply for funding.

Key eligibility program requirements:

  • Vehicles must be new (model year 2018+) and have a gross vehicle weight rating (GVWR) of 14,000 lbs. or lighter
  • Eligible vehicle types include battery electric and hydrogen fuel cell vehicles certified by the California Air Resources Board as meeting zero-emission vehicle standards
  • Each project (fleet deployment) must consist of the purchase or lease of 10 or more vehicles registered to a single owner
  • Vehicles and equipment must be maintained and operated for a minimum of 3 years and achieve a minimum usage requirement, which correlates to the amount of funding awarded

Funding Options

Light-duty vehicles, with a gross vehicle weight rating up to 14,000 pounds, are eligible for $1,000 in funding per vehicle with a usage requirement of 18,000 miles per year. Motorcycles are eligible for $1,000 in funding per vehicle with a usage requirement of 3,000 miles per year. Funding amounts for each vehicle type were determined using the most recent United States Environmental Protection Agency approved EMFAC for cost-effectiveness and emissions reductions. 

Pre-Application Webinars

Applicants must attend a mandatory pre-application workshop before submitting an application. Each workshop will be held online and is limited to 100 attendees. Registration is required.

Webinars will cover Clean Fleets Program requirements, the application process and evaluation criteria, and grantee/project sponsor administrative requirements. The following workshops have been scheduled:

  • Tuesday, August 28, 2018, 10AM – 11AM (Register)
  • Tuesday, September 18, 2018, 2PM – 3PM (Register)
  • Thursday, October 4, 2018, 2PM – 3PM (Register)

Based on demand, additional workshops may be scheduled in the future. Notices about additional pre-application workshops will be sent via email to parties that have signed up to receive TFCA electric vehicle email alerts.

How to Apply

  1. Review eligibility and other materials referenced below in the Resources section
  2. Select equipment from the approved List of Eligible Vehicles
  3. Attend a pre-application webinar
  4. Complete the online application and upload required supplemental documents (see Program Guidance for details)

The Air District will accept applications from August 28, 2018, up to 4PM on January 31, 2019, or unless program funds are exhausted earlier.
