Ozone was found to cause breathing problems, damage crops and corrode buildings. Local agriculture in particular absorbed significant losses, and it was largely the organized efforts of Bay Area farms that generated the political will to establish the first regional air district.

Marsh Landing Generating Station

Notice is hereby given that the Air Pollution Control Officer (APCO) of the Bay Area Air Quality Management District has issued an Authority to Construct pursuant to Application Number 18404 for the Marsh Landing Generating Station effective August 31, 2010.  The facility would be located at a site adjacent to the existing Mirant Contra Costa Power Plant and near the Gateway Generating Station on Wilbur Avenue near Antioch, California.

The Marsh Landing Generating Station would be a 760 megawatt natural-gas-fired merchant power plant.  The facility would consist of four simple-cycle combustion turbine generators, two natural gas fired preheaters to heat the incoming gas to each pair of combustion turbines, and associated equipment.

Further information about the project including the air pollutants it would emit and how it would comply with applicable regulatory requirements is available in the District’s Final Determination of Compliance for the project, which is available at the District website: www.baaqmd.gov/Divisions/Engineering/Public-Notices-on-Permits.aspx.  Additional information regarding all aspects of the project may be found in the Revised Staff Assessment prepared by the California Energy Commission staff for the project, which is available at the Energy Commission website: www.energy.ca.gov/sitingcases/marshlanding/index.html.

The Authority to Construct, Final Determination of Compliance for the project, permit conditions, the permit application and all data submitted by the applicant, and all other supporting materials are available for public inspection at District Headquarters.  Copies of any of these documents and further information about the project can also be obtained by calling or writing Brian K.
