Carl Moyer Memorial Air Quality Standards Attainment Program

Projects will be selected for funding on a first-come, first-served basis based on the date the application is deemed complete by Bay Area Air Quality Management District (Air District) staff. Applications will be accepted until all funds have been allocated.
The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) is a voluntary program that offers grants to owners of heavy-duty vehicles and equipment. The program is a partnership between the California Air Resources Board (ARB) and the local air districts throughout the state. Locally, the Air District administers the Carl Moyer program. The purpose of the program is to reduce air pollution emissions from heavy-duty engines. Grants are available for projects that:
- install particulate traps,
- replace older heavy-duty engines with newer and cleaner engines and add a particulate trap,
- purchase new vehicles or equipment that is cleaner than the law requires,
- replace heavy-duty equipment with electric equipment, and
- install electric idling-reduction equipment.
Grants cannot be used for projects that are required by law or by a contract or agreement; however, they can be applied to projects that comply at least three years in advance of state regulations. All vehicles and equipment funded with a grant must operate within the Air District’s boundaries.
The Air District is accepting applications for projects throughout its jurisdiction, but will prioritize projects that reduce emissions in impacted communities. Highest priority will be given tothe following six highly impacted communities:
- Concord
- Richmond/San Pablo
- Western Alameda County
- San Jose
- Redwood City/East Palo Alto
- Eastern San Francisco
A map of the impacted communities can be found below under the documents section. The following counties are part of the Air District's jurisdiction: Alameda, Contra Costa, Marin, San Mateo, San Francisco, Santa Clara, and Napa counties. The southern portions of Solano and Sonoma counties are also part of the Air District.

The Air District will be soliciting projects for the current Moyer funding cycle according to the schedule found in Table 1. Table 2 lists specific information about Application Workshops, and Table 3 lists Other Events where Carl Moyer Program staff people will be able to answer questions. Schedule for the Year 11 Funding Cycle

April 15, 2009
Air District begins accepting project applications. Applications will be accepted on a first-come, first-served basis and will be accepted until all program funds have been obligated to eligible projects.

June 30, 2010
All Year 11 CMP funds to be obligated to projects with fully-executed Grant Agreements.

June 30, 2011
All Year 11 CMP projects must be complete, inspected and have all invoices paid.

| Grants are available to help marine engine owners install particle traps, replace older engines with newer and cleaner engines, and to purchase new equipment that is cleaner than the law requires. In addition, funds are available for electrification projects that reduce emissions while ships are at berth. Provided the project is not required by law, any auxiliary or propulsion engine with 25 horsepower or more is eligible to apply, including: harbor craft such as tugboats, fishing vessels, work boats, crew boats, ferries, Coast Guard vessels, some military vessels; and oceangoing ships such as container ships, bulk carriers, general cargo ships, tankers, military ships, auto carriers, cruise ships and ocean-going tugboats. Equipment located and operated on a barge is not eligible for funding.

| Grants are available to help off-road engine owners replace older engines with newer and cleaner engines and install a particle trap retrofit device. In some cases funds are available to purchase newer or electric equipment that is cleaner than the law requires.
Provided the project is not required by law, off-road diesel and large spark motive engines with 25 horsepower or more are eligible to apply. These engines are found in a variety of off-road applications such as construction, mobile agriculture, airport ground support, cargo handling and other industrial settings. Funding can cover up to 85% of a Tier 3 engine repower and 100% of a verified retrofit device.

| Grants are available to help vehicle owners install particle traps and to purchase new vehicles that are cleaner than the law requires.* In addition, funds are available to purchase electric vehicles. Provided the project is not required by law, any on-road truck that weighs 14,001 pounds or more is eligible to apply, including: dump trucks, water trucks, concrete trucks, long-haul trucks, street sweepers, trash trucks, buses, and delivery trucks.
