Voucher Incentive Program

Funding is available to:

• Replace old high-polluting vehicles - maximum funding up to $45,000:
  • Used 2007 or newer model year vehicle with an engine certified to a Family Emissions Limit (FEL) or Standard (STD) level of 1.2 g/bhp-hr NOx and 0.01 g/bhp-hr PM, or cleaner 
  • New 2007 or newer model year vehicle with an engine certified to a FEL or STD level of 0.5 g/bhp-hr NOx and 0.01 g/bhp-hr PM, or cleaner 
  • New 2010 or newer vehicle, with an engine certified to a STD level (non-FEL) of 0.20 g/bhp-hr NOx and 0.01 g/bhp-hr PM, or cleaner 
• Retrofit engine model years 1994 – 2006 – maximum funding up to $10,000

Voucher Incentive Program Regulatory Information

In January 2009, the California Air Resources Board (CARB) adopted the Voucher Incentive Program (VIP). The purpose of this program is to replace old, high-polluting vehicles with newer, lower-emission vehicles. In March 2010 the program was revised to add funding for retrofit projects.  In April 2011 and January 2012, revised guidelines were approved by CARB.

• Owners and operators of fleets of ten or fewer vehicles
• Fleets of 1-3 trucks:  Replace existing trucks that have engine model years 2002 and older
• Fleets of 4-10 trucks:  Replace existing trucks that have engine model years 1994-2002
• Retrofits:  Engine model years 1994-2006 for fleets of 1-3 trucks or engine model years 1996-2006 for fleets of 4 to 10 trucks.  Retrofit opportunities only exist for MHD vehicles with GVWR between 19,501 and 26,001 lbs.
• Vehicle is operational and has been registered in California.

Process for applying for funds

• Get an application packet from a BAAQMD certified dealership
• Submit the completed application and required documentation to the dealership
• The dealership will forward the application to the BAAQMD for review
• Applications that are determined to be complete will be evaluated on a first come first served basis and will be accepted until all funds are allocated. For more information, contact Adam Shapiro at the District.
