Flare Monitoring Control Measure 15

This measure will address the feasibility of requiring flare monitoring similar to requirements of South Coast AQMD Rule 1118 passed in 1998. This measure is intended to provide information that would allow refiners to reduce flaring and resulting emissions of hydrocarbon, nitrogen oxides and other compounds with potential for health, environmental and other impacts.

Scope of Further Study 8

This further study will address emissions from pressure vessels and pressure relief devices that vent directly to atmosphere, uncontrolled blowdown system, and flares. This study will determine current emissions and the potential to reduce emissions through enhanced enforcement and additional control requirements and/or expansion of the scope of the current regulations. Staff will evaluate current industry practices and consider the feasibility of requirements to implement prevention measures to minimize or eliminate venting to the atmosphere. In addition, staff will study the impact of incorporating the existing emission standard (Reg. 8, Rule 2-301) or a different standard into this measure.

Pressure Vessel Depressurization Control Measure 17

BAAQMD Regulation 8, Rule 10 currently requires refineries to abate emissions during vessel depressurization until the internal atmosphere reaches 1000 mm Hg (4.6 psig). The vessel may then be vented to the atmosphere even if saturated with hydrocarbon vapors. This measure will address the feasibility of requiring emissions to be abated to a more stringent standard, until the atmosphere reaches a lower internal pressure, or until the hydrocarbon concentration inside the vessel reaches a minimal point.
