Goods Movement Program

Replace diesel equipment with funding from the Goods Movement Program. This program aims to reduce air pollution from freight movement activities in California.

Year 5/6 (2021/2022) Goods Movement Program

The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between the California Air Resources Board, or CARB, and local agencies to quickly reduce diesel emissions and health risk from freight movement along California trade corridors. Projects funded under this program must achieve early or extra emission reductions not otherwise required by law or regulation.

The Air District administers the Goods Movement Program for the Bay Area. The program is currently closed. Please sign up on the Carl Moyer Notification List at the bottom of the page for notification of future Goods Movement Program and Carl Moyer Program equipment grant solicitations. 

About $20 million in grant funding is available to replace goods movement equipment and to install supporting electric-charging and hydrogen-fueling infrastructure. All replacement equipment must be non-diesel fueled.

 Program Eligibility

Grants cannot be used to upgrade or replace equipment that is already required to be upgraded or replaced by law or agreement, including equipment that is not in compliance with applicable CARB regulations.

Application and Award Process

Project applications for all equipment categories must be complete and accurate to be considered for funding.

  1. Determine eligibility of your existing equipment and select Other Equipment as a project type.
  2. Gather the required information about your existing equipment and usage history, including engine and retrofit information and fleet compliance certificates.
  3. Submit your Other Equipment project application online.
  4. Air District staff reviews applications for completeness & eligibility and contact applicants if additional information is required.
  5. Air District staff submits a list of approved projects to CARB for review and ranking. The highest-ranking projects are selected for funding.
  6. Air District staff pre-inspects existing equipment and offer contracts for projects meeting all Program eligibility requirements.
  7. Grantees complete the project according to contract requirements. After equipment passes post-inspections, the Grantee (or dealer) submits a request for payment to the Air District.
  8. Grantees maintain & use equipment according to the contract requirements and submit required reports until the contracted period (project life) ends.

Certified Dismantlers

View a list of Air District certified dismantlers. Certified dismantlers have a contract with the Air District to conduct required inspections and complete and submit required paperwork for the Goods Movement program. The Air District requires the use of an Air District certified dismantler. If you wish to use a dismantler not found on this list, please contact our office.

The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between CARB and local agencies (like air districts, ports, and transportation agencies) to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. CARB provides funding to eligible agencies; those agencies then offer financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies.
