Off-Road Vehicles

Learn how to upgrade or replace off-road diesel equipment with funding from the Carl Moyer Program. This program aims to cut air pollution from heavy-duty diesel engines in California.

Project Types

The Air District is currently accepting applications for Off-Road Equipment projects. Funding is offered on a first-come, first-served basis until all funds have been spent. Applications must be complete to be considered for funding.

Funds are available for the following project types:

  • Equipment replacement - replace old equipment with the cleanest available equipment, including alternative-fuel and zero-emissions equipment.
  • Engine retrofit - install an emission control device.
  • Engine replacement (repower) - replace an old engine with the cleanest emission-certified engine available, including alternative-fuel and zero-emissions equipment. 
  • Infrastructure - as part of an equipment project, install charging or fueling infrastructure to fuel or power an off-road project.

Eligibility

Basic Criteria

Public and private fleet owners are eligible to apply. The following equipment is generally eligible for grants; however, you must also determine the regulatory status of your equipment (see next section):

  • Off-road equipment: loaders, tractors, dozers, excavators, scrapers, forklifts, ground support equipment, etc.
  • Equipment with 25 horsepower or greater diesel engines.
  • Equipment that meets the current calendar year of regulatory compliance or is exempt from regulation (agricultural equipment).
  • Equipment operating within the Air District’s boundaries, with priority given to those operating in areas highlighted in the Priority Community Map (PDF).

Public or private organizations that own a variety of equipment types are encouraged to apply for grants in other categories, especially if the application includes fueling or charging infrastructure.

Rules and Regulations

The California Air Resources Board (ARB) established regulations for off-road equipment that vary according to engine type and use of the equipment. You must determine the regulatory status of your equipment to verify you are eligible for a grant.

  • Off-road equipment powered by Large Spark Ignition (LSI) engines are regulated under the ARB LSI Fleet Rule. Includes agricultural, construction, and general industrial equipment powered by gasoline, liquefied petroleum gas, and other fuels.
  • Off-road equipment operating at ports and intermodal rail yards are regulated under the ARB Cargo Handling Equipment Regulation. Includes yard trucks, hostlers, cranes, top handlers, side handlers, forklifts, and loaders.
  • Most diesel equipment operating in construction, mining, rental, airport equipment and heavy industry are regulated under the ARB Off-Road Regulation.
  • Mobile off-road equipment operating at least 50% of the time in qualifying agricultural activities is likely exempt from regulation.
  • Compliance dates will vary by regulation and fleet size.

Co-Funding with Other Incentives

Additional funding may be available for your off-road equipment project. Private fleet owners may cover up to 85 percent of project costs and public fleet owners may cover up to 100 percent of project costs by matching additional funds from other incentive programs with Carl Moyer Program grants. Incentives may be available for zero- and near-zero emissions, hybrid, and natural gas equipment. Co-funded projects must meet the requirements for each funding source. 

How to Apply

  1. Determine your equipment’s eligibility for this program.
  2. Identify the project type for your equipment.
  3. Gather the required information about your current equipment and replacement equipment or engine.
  4. Work with an Air District-approved equipment replacement dealer to source replacement equipment.
  5. Work with an engine dealer for engine replacement (repower).
  6. Apply for funding online.

Off-Road Equipment Replacement Program (ERP)

Funding is available to:

Replace an existing old piece of equipment with cleanest available replacement equipment (with possible retrofit option) up to 80 percent of the project cost.

This project option is most appropriate when:

  1. the existing equipment is still fully-functional with regular use over the past two years,
  2. there is no logical replacement engine option available from the manufacturer, and
  3. the diminished value of the existing piece of equipment does not justify further investment.

The Air District has contracted with Bay Area equipment dealers to assist applicants to apply for off-road equipment replacement projects. The Air District will also work with non-contracted dealers, on a case-by-case basis, for projects where the proposed equipment is for advanced technology (e.g. zero-emissions equipment) and/or is not available locally.  A complete list of Air District-contracted Bay Area equipment dealers can be found below.
