The Goods Movement Program

The Goods Movement Program (Program) is a partnership between the Air Resources Board (ARB) and the Bay Area Air Quality Management District (Air District) to quickly reduce air pollution emissions and health risks caused by freight movement along California ’s priority trade corridors. The Air District will provide financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies. Diesel pollution from current goods movement operations greatly impacts the health of community residents near ports, rail yards, distribution centers, and roads with high truck traffic. Pollutants targeted by this Program include diesel particulate matter, a toxic air contaminant, and nitrogen oxides, which contribute to the formation of particulate matter and is also an ozone precursor.  This Program will also provide co-benefits by reducing greenhouse gas emissions and black carbon emissions that contribute to climate change.

The ARB will be allocating up to $1 billion in bond funding over the next four years to local agencies, such as the Air District, to reduce air pollutant emissions from goods movements within designated trade corridors in the State. The State Fiscal Year (FY) 2007-08 budget includes the first installment of $250 million.  Of this $250 million, $25 million dollars have already been allocated through early grants.  The Bay Area has been awarded $3.4 million from these early grant allocations to retrofit 75 trucks that operate at the Port of Oakland and to install shore side power at two berths at the Port.

Available Funds

The Air District will be posting updates about the Goods Movement Program as information becomes available. For funding to become available the Air District must first prepare an application to the ARB requesting funds (due April 4, 2008).  After the ARB allocates funds to the Air District the Air District will issue a call for projects.

Currently accepting applications:

Port of Oakland and Air District Installation of Diesel Particulate Filters: this program is available to port/drayage trucks replaced through the Port’s truck replacement program.

Eligible Projects

Emissions from diesel engines in trucks, locomotives, ships, harbor craft, and cargo-handling equipment contribute to local, regional, and global air pollution and are potentially eligible for funding under this Program. This Program will supplement regulatory actions and other incentives to reduce diesel emissions.  The Program can only fund emission reductions “not otherwise required by law or regulation.” The Program can co-fund eligible equipment subject to existing or future regulations, but only if equipment upgrades satisfy early compliance (completed at a specific date prior to the compliance date) or are surplus (results of upgrades must produce emission reductions beyond regulatory requirements).
