The District was the lead agency in preparing an Environmental Impact Report (EIR) for the Bay Area 2005 Ozone Strategy. The EIR identifies potentially significant effects that control measures in the Ozone Strategy may have on the environment, examines alternatives to the project, and indicates the manner in which significant effects can be mitigated or avoided. The Final EIR for the Ozone Strategy, consisting of the Draft EIR, public comments received on the Draft EIR, and District responses to those comments, were provided to the District Board of Directors when the Board certified the Final EIR and adopted the Ozone Strategy. The District prepared this EIR pursuant to the California Environmental Quality Act (CEQA). The 2005 Ozone Strategy is a comprehensive document that describes the Bay Area’s strategy for compliance with State one-hour ozone standard planning requirements, and is a significant component of our region’s commitment to achieving clean air to protect the public's health and the environment. The strategy aims to reduce emissions of ozone-forming pollutants from transportation sources, industrial facilities, commercial processes and other sources. The EIR identified potentially significant impacts resulting from implementation of stationary and transportation control measures to aesthetics, localized air quality, biological resources, cultural resources, hazards and hazardous materials, transportation and traffic and utilities and service systems. On January 4, 2006, the Board of Directors of the Bay Area Air Quality Management District adopted the Bay Area 2005 Ozone Strategy and certified the Final EIR. Draft EIR The Bay Area Air Quality Management District released the public Draft Environmental Impact Report (DEIR) for the 2005 Ozone Strategy for a 45-day review and comment period from October 7, 2005 to November 21, 2005.

Notice of Preparation Early in the CEQA process, the District prepared a Notice of Preparation (NOP) to inform the public that an EIR would be prepared for the Bay Area 2005 Ozone Strategy. The District held a scoping meeting and invited comments identifying the range of actions, alternatives, significant effects and mitigation measures to be analyzed in depth in the EIR. The NOP was prepared pursuant to California Public Resources Code 21080.4 and CEQA Guidelines Section 15082. |
