SUBJECT: PUBLIC WORKSHOP: REGULATION 12, RULE 11
FLARE MONITORING AT PETROLEUM REFINERIES

On Wednesday, August 28, 2002, at 7:00 PM, the staff of the Bay Area Air Quality Management District will conduct a public workshop to discuss proposed Regulation 12, Rule 11 Flare Monitoring at Petroleum Refineries. The workshop will be held at the Contra Costa County Administration Building, 651 Pine Street, Room 106, Martinez, CA 94553.

Included in the 2001 Bay Area Ozone Attainment Plan is Control Measure SS-15 Petroleum Refining Flare Monitoring. The workshop will address the feasibility of new technologies for flare monitoring tools, similar to requirements of South Coast AQMD Rule 1118 passed in 1998. This measure is intended to provide information that would allow refiners to reduce flaring and resulting emissions of hydrocarbon, nitrogen oxides and other compounds with potential for health, environmental and other impacts.

The proposed concepts to the Flare Monitoring Regulation and this notice are available on the District website at www.baaqmd.gov. If you have any questions or comments, please contact Alex Ezersky, Air Quality Specialist II at (415) 749-4650 or aezersky@baaqmd.gov.
