| The Bay Area Air Quality Management District is soliciting written comments on proposed new Regulation 12, Rule 11: Flare Monitoring at Petroleum Refineries. The proposed rule would implement Control Measure SS-15 from the Bay Area 2001 Ozone Attainment Plan.
Proposed Regulation 12, Rule 11 would require refiners to:
The rule is expected to lead to much more accurate estimates of flare emissions and will provide information that is likely to lead to reductions in flaring. The District has prepared a draft initial study analyzing the environmental impacts of the proposed rule. Based on the draft document, no adverse impacts from the rule are expected. The District recently held three community meetings to explain rule concepts. The District also circulated a draft of the rule (dated 3/25/03). The District has now revised that draft and is circulating the revised draft for written comment. Proposed Regulation 12, Rule 11, a strikethrough/underline copy showing changes since the 3/25/03 draft, a draft staff report, the draft initial study, and this notice are available on the District’s website at www.baaqmd.gov.
