WORKSHOP NOTICE

SUBJECT: PUBLIC WORKSHOP: PROPOSED AMENDMENTS TO REGULATION 8, RULE 5: STORAGE OF ORGANIC LIQUIDS
 

On Thursday, June 27, 2002, at 7:00 pm, the staff of the Bay Area Air Quality Management District will conduct a public workshop to discuss proposed revisions to this rule. The workshop will be held in the Contra Costa County Board of Supervisors Chambers at the County Administration Building, 651 Pine Street, Room 107, Martinez, CA 94553. Three major categories of changes are proposed:
  • The rule format will be changed to make it easier to read and understand. These changes are extensive, but do not substantially change the requirements of the rule.
  • At the suggestion of the U.S. EPA, the limited exemptions in Sections 8-5-111 and 8-5-112 will be revised to make it more clear when these exemptions may be used by affected facilities. Several definitions related to these exemptions will also be added and the exemption notification requirements will be augmented.
  • Various enhancements to tank seal requirements and fitting requirements, as well as inspection requirements for seals and fittings, are proposed. These changes will bring the rule up to current standards for these requirements.

This proposed rule revision is the first part of a two-part effort to reduce emissions from storage tanks. This proposal implements Control Measure SS-12 from the Bay Area 2001 Ozone Attainment Plan. Further Study FS-10 will examine additional control measures for tanks later this year.
