


The BAAQMD permit modeling guidance has been
prepared by the Engineering Division of the Bay Area Air Quality Management
District (BAAQMD) to give the permit applicant specific assumptions, requirements,
conventions, and procedures for the preparation of a modeling analysis.
Modeling is required under certain
provisions of BAAQMD regulations related to permit applications and new
source review. The intent of the modeling analysis is to demonstrate that
the proposed source emissions will not interfere with the attainment or
maintenance of the National Ambient Air Quality Standards (NAAQS), and,
if applicable, will not cause an exceedance of a Prevention of Significant
(PSD) increment.
For BAAQMD purposes, NAAQS is
defined to include both California and national standards. Because this
guidance cannot cover every aspect of the analysis needed for a proposed
source without becoming unwieldy, the applicant should submit
a modeling plan (protocol) for BAAQMD comment before beginning the analysis.
