Project Location - Specific:
The proposed project is located entirely within the refinery, which is located at 3400 East Second Street in Benicia, California. Valero owns approximately 800 acres of land in the area of the refinery. The Valero property is bounded on the north by residential development and open space, on the east by the Benicia Industrial Park and I-680, on the south by industrial development, and on the west by residential development.

Description of Project:
The project will enable Valero to produce gasoline that meets the expected California Air Resources Board Phase 3 specifications without using MTBE. This project was initiated in response to a March 25, 1999 Executive Order by the Governor of California, which prohibits the use of MTBE in gasoline in California by no later than December 31, 2002 (Executive Order D-5-99). The project will require minor modifications to existing processing facilities. Existing tanks, some piping, and truck loading systems will be used. New facilities will include pumps, instrumentation, vessel internal hardware, and piping, all of which will be integrated into existing refinery units. Additionally, a substantial amount of processing equipment at the existing MTBE Production Unit will be removed from service, emptied, and preserved for potential future use.
