The District has issued an Authority to Construct (application # 15487) for the Russell City Energy Center, located at Depot Road and Cabot Blvd, Hayward, California effective November 1, 2007.  The Authority to Construct is for a proposed natural gas-fired, combined cycle power plant with a nominal output of 600 megawatts.  The equipment is subject to the Prevention of Significant Deterioration (PSD) analysis requirement.
