The Air District is developing a new regulation that would address greenhouse gas emissions from petroleum refining, and would be the District’s first step in implementing a Basin-wide Combustion Strategy to address emissions from stationary combustion sources. Regulation 13, Rule 1: Petroleum Refinery Carbon Intensity Limits or Facility-Wide GHG Emission Limits would set a carbon intensity limit for each refinery to limit combustion emissions from petroleum refineries and associated support facilities. The five petroleum refineries located in the Bay Area, and three refinery-related support facilities, would be affected by the rule.

Hearings, Workshops and Other Events

Throughout the rule development process we provide information on upcoming and past workshops, hearings, and other events.

A series of open house/workshop events was held in March 2017. The Air District anticipates releasing the proposed rule language and regulatory package in the 3rd Quarter of 2017, and presenting a proposed final draft to the Air District’s Board of Directors for consideration in the 4th Quarter of 2017.
