***Natural gas is used for purge gas, except at the Emergency flare which uses nitrogen. Purge flows are based on design flows,
with the exception of the Coker flare which has flow meter to measure NG to the pilots and purges.
**** Vent Gas Flow is vent gas to air flares and DCU flare instead of sum of flare header flows
