The Air District is hosting a series of workshops focused on the development of six new rules to protect air quality and the climate.

At the workshops, the public, local government and industries will have an opportunity to learn about the draft rules, ask questions of Air District staff, and share feedback and ideas to inform the final rule making process.

Proposed rules include:

Regulation 13: Climate Pollutants would establish uniform definitions and requirements for regulating emissions of greenhouse gases and related pollutants.

Rule 13-1: Significant Methane Releases will be the Air District’s first rule specifically focused on regulating methane, a powerful greenhouse gas. The purpose of this rule is to address large scale methane releases from any sources in the Bay Area.

Rule 13-2: Organic Material Handling aims to minimize emissions of methane and odors from all facilities processing organic materials through the application of best management practices, odor impact monitoring and strengthening of odor control standards.

Rule 13-3: Composting Operations aims to minimize and control emissions of volatile organic compounds, methane and odors from composting operations by providing consistency in the permitting and compliance of composting facilities.

Rule 13-4: Anaerobic Digestion and Waste Water Treatment Operations aims to minimize emissions of climate pollutants, volatile organic compounds and odorous compounds by requiring best management practices, emissions standards, test methods, recordkeeping and reporting requirements at waste water treatment facilities and other facilities that operate anaerobic digestors.

Rule 8-34: Solid Waste Disposal Sites amendments would reduce emissions of methane and volatile organic compounds from landfills by increasing the stringency of the standards for landfill gas collection control devices and fugitive leaks and would also improve consistency with state and federal rules governing solid waste disposal sites.
