The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) is a voluntary program that offers grants to owners of heavy-duty vehicles and equipment. The program is a partnership between the California Air Resources Board (ARB) and the local air districts throughout the state. In the Bay Area, the Carl Moyer Program is administered by the Bay Area Air Quality Management District (Air District) with the purpose of reducing air pollution emissions from local heavy and medium duty engines. Grants cannot be used for projects that are currently required by law or by a contract or agreement; however, they can be applied to equipment that complies at least three years in advance of state regulations.

Projects will be selected for funding on a first-come, first-served basis based on the date the application is deemed complete by Bay Area Air Quality Management District (Air District) staff. Applications will be accepted until all funds have been allocated.

Grants are available for projects that:

  • install verified emission control devices
  • replace older heavy-duty engines with newer and cleaner engines
  • replace older equipment with newer and cleaner equipment
  • purchase new equipment that is cleaner than the law requires
  • install electric idling-reduction equipment

Eligible Equipment Categories

The Air District is accepting applications for projects throughout its jurisdiction, but will prioritize projects that reduce emissions in the following nine impacted communities:

  • Concord
  • Richmond/San Pablo
  • Western Alameda County
  • San Jose
  • Livermore
  • Eastern San Francisco
  • San Rafael
  • Vallejo
  • Antioch/ Pittsburg

A map of the impacted communities can be found below under the documents section. The following counties are part of the Air District's jurisdiction: Alameda, Contra Costa, Marin, San Mateo, San Francisco, Santa Clara, and Napa counties. The southern portions of Solano and Sonoma counties are also part of the Air District.

The Air District will be soliciting projects for the current Moyer funding cycle according to the schedule found in Table 1. Table 2 lists specific information about Application Workshops, and Table 3 lists Other Events where Carl Moyer Program staff people will be able to answer questions.
