The Air District will accept applications for the Carl Moyer Program (CMP) Year 20 application cycle beginning June 25, 2018.

More than $60 million is available for projects to upgrade or replace on-road vehicles, school buses, off-road and agricultural equipment, marine equipment and locomotives.

The Air District is offering $50 million in grants to reduce toxic air emissions and ozone-forming pollutants from older diesel engines through the Community Health Protection Grant Program. For the initial year of this program, the Air District will accept applications for projects reducing emissions in communities in two areas: along 80/880 freeways from Hayward to Richmond and the refinery corridor from Vallejo to Pittsburg. Community input will play an important role by informing the Air District’s outreach and project identification processes. Also, the Air District is administering more than $11 million in annual Carl Moyer Program funding available for projects throughout the Bay Area. Applications are accepted and evaluated on a first-come, first-served basis until funds run out.

New project types and increased grant amounts are available for the purchase of hybrid, zero- and near-zero-emissions equipment, and for fueling and charging infrastructure as part of alternative-fuel or battery-electric project types.

Bay Area community survey: The Air District is seeking input on air pollution sources in Bay Area communities.  Your input will inform our outreach efforts and will help us identify new Carl Moyer Program projects to improve air quality in the Bay Area. We appreciate your help in completing this 10-minute survey.

Project Types

Funding is offered on a first-come, first-served basis until all funds have been spent. Applications must be complete to be considered for funding.

Funds are available for the following project types:

  • Equipment/Vehicle replacement - replace an old vehicle or piece of equipment with the cleanest available vehicle or equipment.
  • Engine replacement (repower) - replace an old engine with a new, emission-certified engine.
  • Power system conversion – convert existing equipment to operate on electric or hybrid power.
  • Battery charging and fueling infrastructure - as part of an equipment project, install infrastructure to charge or fuel new, funded equipment.

Eligibility

In general, equipment is eligible for funding that:

Grants cannot be used for projects that are currently required by law or by a contract or agreement. More information and additional requirements are available in the Program Overview Fact Sheet and California Air Resources Board Carl Moyer Program webpage.

A new funding priority in 2018 includes higher award amounts for the replacement of diesel-fueled equipment with zero-emissions (or cleanest available) equipment.

Zero-emissions projects are highly encouraged. Public or private entities that own a variety of equipment types are encouraged to apply in each category, particularly if fueling or charging infrastructure will be included in the application.
