The District is administering the Proposition 1B Goods Movement Emission Reduction Program for the Bay Area. During this funding cycle, the Air District will issue solicitations for projects involving trucks, locomotives, Transportation Refrigeration Units (TRUs), cargo handling equipment, and shore power equipment. The California Air Resources Board has approved approximately $48 million for the Air District’s Year 5 Program.

The Air District is not accepting new locomotive and railyard project applications at this time.
The preliminary ranklists for the Year 5 locomotive and railyard project solicitations are listed below.
Equipment shown on the preliminary ranklists have met basic eligibility criteria for the program; however, appearance on the ranklists does not guarantee that equipment will receive program funding. Selection for funding is contingent upon a full evaluation to determine whether a project meets all program requirements, including passing pre-inspection, as well as continued availability of program funds. Staff will contact applicants with information about the next steps in the process.
The Air District is not currently accepting truck applications for the Year 5 Program. We anticipate re-opening solicitation for applications in late 2016 to replace or repower heavy-duty diesel-fueled trucks or install charging and fueling infrastructure with grant funding.
For Year 5, the first truck project solicitation closed on November 20, 2015, and the second truck project solicitation closed on April 15, 2016. The preliminary ranklists for these solicitations are posted on the truck project detail page.

Grants cannot be used for equipment already required to upgrade or be replaced by law or agreement, including equipment that is not in compliance with applicable CARB regulations.

The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between CARB and local agencies (like air districts, ports, and transportation agencies) to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. CARB provides funding to eligible agencies; those agencies then offer financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies. Following is a list of Air District certified dismantlers. Certified dismantlers have a contract with the Air District to conduct required inspections and complete & submit required paperwork for the GMERP program. The Air District requires the use of an Air District certified dismantler. If you wish to use a dismantler not found on this list, please contact our office to discuss.
