On August 25, 2026, the Air District released a preliminary health risk assessment for the Chevron Refinery in Richmond. It found that the estimated cancer and short-term health risks from air emissions for people living near the refinery were above the allowed levels, which may require Chevron to implement a plan to reduce health risk.
The Chevron Refinery has operated in Richmond since 1902 and covers roughly 2,900 acres along the San Francisco Bay. The Air District adopted Rule 11-18 in 2017 and set the most stringent risk thresholds in the nation. The rule requires the Air District to review emissions at facilities that may pose elevated risk, then requires those facilities to reduce that risk or install best available retrofit technology.
