The Air District is developing a new rule to address emissions of methane from municipal sewage treatment and anaerobic digester operations in the Bay Area. Regulation 13, Rule 4: Sewage Treatment and Anaerobic Digestion aims to minimize these emissions, and is part of the Air District's Basin-Wide Methane Strategy (as outlined in the 2017 Clean Air Plan).

In June 2019, the Air District will host a series of workshops on the development of Rule 13-4 and other rule development activity for climate pollutants. For details on the workshops, see the Events section of this page.

Workshop materials are now available, including a concept paper for Rule 13-4. Comments will be accepted through Monday, July 8, 2019.
