The Air District’s review of Permit Application 25608 (Marine Terminal Permit Revision) is on hold pending the County’s CEQA review of the Phillips 66 Rodeo Renewed Project.

The Contra Costa County Community Development Department (County) is the lead agency for the California Environmental Quality Act (CEQA) review of the Phillips 66 Rodeo Renewed Project (Project). The project description, status, location, and project contact may be found on the County’s informational Phillips 66 Rodeo Renewed Project web page.

The objective of the Project is to transform the existing Rodeo Refinery into a facility to convert renewable feedstocks into renewable diesel, renewable components of other transportation fuels, and renewable fuel gas through the use of existing refinery process units. 

The County’s CEQA review includes the Phillips 66 marine terminal. The Air District’s review of Permit Application 25608 (Marine Terminal Permit Revision) is on hold pending the County’s CEQA review of the Project. Per Air District Regulation 2-1-408, the Air District shall not take final action on the permit until the CEQA review has been approved or certified by the CEQA lead agency.
