Regulation 3: Fees - 2024 Amendment (Under Development)

Learn about the Air District's development process for amendments to Regulation 3, which would increase fee revenue to help recover a greater share of the costs incurred by the Air District in implementing and enforcing regulatory programs.

Find out about the current status and anticipated timeline of the rule development process. Information on hearings, workshops, and other events is provided below, along with supporting documents and materials.

Amendments to Regulation 3: Fees include revisions to the Air District's fees & fee schedules and other regulatory language. If adopted, these amendments would be effective for the Air District’s Fiscal Year Ending (FYE) 2025, which begins on July 1, 2024.

The proposed amendments were presented and discussed at the Finance & Administration Committee on March 20 and on April 17, 2024. There are two additional changes to the proposed rule that was posted on February 23: 1) Section 335 was deleted as obsolete and 2) there is no proposed increase to Schedule T. Updated versions of the draft rule are available in the Documents table below.

There will be two public hearings before adoption is considered. The first public hearing is scheduled on May 1, 2024. At a second public hearing currently scheduled for June 5, 2024, the Board of Directors will consider adopting the Regulation 3 amendments, which would become effective July 1, 2024. Please check back for more meeting details about 72 hours prior to the meeting dates. Public comment on the proposed draft amendments and associated documents will be accepted through May 17, 2024.
