The Air District is developing a New Clean Air Plan to meet commitments of the Air District Strategic Plan, and in particular Strategy 1.1 Change Approach to Air Quality. The New Clean Air Plan will include sources of concern identified by communities as impactful and will prioritize reductions that are most beneficial to communities overburdened by air pollution. The New Clean Air Plan will also ensure continued progress toward attaining all state and federal air quality standards and eliminating health risks from exposure to air pollution in Bay Area communities.

While regional air quality planning has improved regional air quality overall, these efforts have not adequately addressed localized and short-duration impacts. This has left many communities, primarily lower-income communities of color, exposed to disproportionately high levels of air pollution. The Air District’s Community Health Protection Program, designed to meet Assembly Bill 617 requirements, has helped address local exposure and health risk in four designated communities - West Oakland, East Oakland, Richmond-North Richmond-San Pablo, and Bayview Hunters Point/Southeast San Francisco - but more is needed in communities that bear the greatest burden of air pollution across the region.

The New Clean Air Plan will be a comprehensive plan using a combination of new and traditional approaches to develop emission reduction control measures to improve local and regional air quality and achieve health goals aligned with the Strategic Plan. The New Clean Air Plan will serve to address state and federal planning requirements and will focus on sources of local particulate matter and toxic air contaminants that are of great concern to communities due to the health risk and the proximity of these sources.
