Valero Refinery in Benicia notified the Air District of ongoing flaring due to a planned shutdown of refinery equipment. Air District inspectors will be closely monitoring. Report air quality complaints: 800-334-ODOR or online.

December 2025 - The Community Steering Committee (CSC) approved the Year 2 Implementation Plan(815 Kb PDF, 25 pgs, posted 3/23/2026) for the Path to Clean Air Plan.
October 2025 - The Path to Clean Air Year 1 Annual Report(1 Mb PDF, 79 pgs, posted 11/12/2025) is now available! The report summarizes progress made during the first year of implementation, including updates on action status, incentive funding and emission benefits, key accomplishments and additional reporting as required under the PTCA Plan.
The PTCA Community Steering Committee, or CSC, and the Air District have co-developed a Community Emissions Reduction Plan for the Richmond, North Richmond, and San Pablo Path to Clean Air, or PTCA. area. The PTCA Plan includes strategies to reduce harmful air pollution that impacts people where they live, work and play.

The Air District is partnering with the Richmond-North Richmond-San Pablo community to develop and implement a Community Emissions Reduction Plan through the state of California’s Community Air Protection Program, also known as Assembly Bill 617. The CSC is critical to ensure a community-driven plan that reflects the community’s values, needs and preferences.
The Path to Clean Air Steering Committee consists of up to 27 local community members, which include government and industry representatives in the Richmond, North Richmond, and San Pablo area. The CSC meets monthly and provides direction and community perspective for the Air District to co-develop the CERP.
