Valero Refinery in Benicia notified Air District of a planned shutdown of some refinery equipment beginning 1/31. Odors and/or flaring may occur. Air District inspectors will be closely monitoring. Report air quality complaints: 800-334-ODOR or online.

Richmond-North Richmond-San Pablo Community Emissions Reduction Plan
Learn about the Path to Clean Air, the Air District’s efforts under Assembly Bill AB 617 to improve air quality in the Richmond - North Richmond - San Pablo community.
Path to Clean Air Plan Timeline
- On November 7, 2024, the Executive Officer of the California Air Resources Board officially approved the final Path to Clean Air (PTCA) Plan. The final PTCA Plan can be found on CARB’s website: Community Emission Reduction Program Approvals: Executive Orders | California Air Resources Board.
- On October 28, 2024, the Community Steering Committee (CSC) voted and approved the Year 1 Implementation Plan (for the PTCA Plan).
- On May 1, 2024, the Air District’s Board of Directors adopted the Path to Clean Air Plan and approved the determination that the PTCA Plan is exempt from the California Environmental Quality Act (CEQA).
- On March 15, 2024, the Draft Final PTCA Plan was released with a memorandum summarizing the changes made to the Draft Plan.
- On January 11, 2024, the Air District held a public workshop on the Draft PTCA Plan.
- On December 13, 2023, the Air District and the Path to Clean Air Community Steering Committee, released the Draft PTCA Plan as part of the public review and comment period, which closed on January 19, 2024.
The Air District is continuing existing efforts to reduce air pollution in communities through the state of California’s Community Air Protection Program, also known as Assembly Bill 617.
