Rule 11-18 Program Progress
Learn about the implementation of the Air District’s Regulation 11-18: Risk Reduction from Existing Facilities program including the status of facilities prioritized for health risk assessments.
The Air District has completed a preliminary Health Risk Assessment for Chevron Products Company (Chevron Refinery) located in Richmond, CA. The preliminary assessment is on public notice and the public comment period ends at 5:00 p.m. on November 23, 2026. The Air District will host a public meeting on September 21, 2026 from 5:00 pm - 6:30 pm at the Richmond Memorial Auditorium and Convention Center, Main Floor, 403 Civic Center Plaza in Richmond.
Under Regulation 11, Rule 18, facilities whose emissions may pose elevated health risks are required to evaluate those risks by undergoing a Health Risk Assessment (HRA). Based on the results of the HRA, facilities with health risks equal to or above the rule's action levels may be required to prepare and implement an Air District-approved Risk Reduction Plan (RRP) to reduce health risks.
Implementation of Regulation 11-18 will be phased in over several years. Assessments of facilities will generally be prioritized according to the facility's estimated potential health risk and/or whether the facility is located in a community that is heavily impacted by air pollution. Based only on estimated potential health risk, the Air District has categorized facilities as either Phase I Facilities or Phase II Facilities. The public has opportunities to comment on both the HRA and the RRP before the Air District makes a final decision. Once an RRP is approved, the facility must meet the implementation milestones and deadlines established in the plan and demonstrate compliance with all required risk reduction measures within five years. During implementation, annual progress reports for each facility will be posted on this page.
Air District commitment to small businesses: While most facilities are required to conduct their own preliminary HRAs, the Air District committed to conducting HRAs for qualifying small businesses.
