Air District funding is available to help upgrade or replace heavy-duty trucks and transit buses with newer, lower-emission vehicles.

Opening Summer 2026: the Voucher Incentive Program (VIP) will offer funding to replace older diesel and alternative fuel trucks with new zero emission trucks. Information will be posted to this webpage and shared with subscribers to the grants notification email list. Subscribe to the grants notification email list on the Apply for Funding page.
How to Apply
Visit the Apply for Funding web page to apply. There are multiple funding sources available for heavy-duty trucks and transit buses. After you apply, Air District staff will work with you to match your project with an appropriate funding source.
Eligible Project Types
- Vehicle Replacement: Replace heavy-duty trucks, transit buses, solid waste vehicles, utility trucks, emergency vehicles and other vehicles in compliant fleets with the cleanest-emissions vehicle available, including zero-emission vehicles. Note that replacing with a diesel vehicle is no longer eligible for funding.
- Fleet Expansion: Expand existing fleet with new zero-emission vehicles. There is limited funding for this project type. Please investigate HVIP funding prior to applying.
- Infrastructure projects: Install new, convert, or expand existing battery-charging or hydrogen-fueling stations. Limited funding is also available for supporting infrastructure for CNG-powered vehicles.
Key Eligibility Criteria
- Public and private entities are eligible (individuals are not.)
- The vehicles to be replaced and the new vehicles must have a GVWR greater than 14,000 lbs.
- Vehicles to be replaced and applicants must be in compliance with all Air District and CARB regulations.
- Funding cannot be used for upgrades or equipment purchases that are already required by an existing regulation, local ordinance, or contract.
- Applicants must submit an application, be awarded, and enter into a funding agreement with the Air District prior to starting their projects. Projects that have started (e.g., placing an order or deposit for a vehicle) prior to the funding agreement being signed by all parties will be disqualified.
- Applicants applying for funding must document current fleet compliance. Questions about CARB regulations or compliance must be directed to CARB staff at 1-866-6DIESEL (866-634-3735) or 8666DIESEL@arb.ca.gov.

Funding Sources
The following are funding sources that could be used to fund heavy-duty truck and transit bus projects. If you wish to use a particular funding source for your project, please note so in your application.

Unless otherwise noted, applicants do not need to apply for a particular funding source. After submission of an application, staff will review and match your project with an appropriate funding source.

Beginning fiscal year 2022-2023, in accordance with Assembly Bill (AB) 794 (Carrillo, Chapter 748, Statutes of 2021), a fleet purchaser is required to meet specific labor standards to receive funding for new drayage and short haul trucks under state incentive programs. As defined in AB 794, “'Short-haul trucking service' means movement of goods by truck within a 150-air-mile radius of the normal working reporting location while in service within the state.” If you have experienced or observed a labor standards violation from a fleet purchaser, please submit a labor law complaint, via this CARB website.

The Bay Area Air District is pleased to announce a new funding opportunity for the replacement of 2010 – 2020 EMY Heavy Duty trucks with new Zero Emission trucks through the Voucher Incentive Program (VIP). The program will open in Summer, 2026. A Webinar will be held on June 24, 2026, from 10am to 11am to review the program opportunity, eligibility requirements and the application process. We encourage you to join us and ask questions.
