Regulation 3: Fees - 2026 Amendment (Draft)

Learn about the Air District's development process for amendments to Regulation 3, which would increase fee revenue to help recover a greater share of the costs incurred by the Air District in implementing and enforcing regulatory programs.

Find out about the current status and anticipated timeline of the rule development process. Information on hearings, workshops, and other events is provided below, along with supporting documents and materials.

Amendments to Regulation 3: Fees would include revisions to the Air District's fee schedules and increases to specific Regulation 3 fees. These amendments would be effective for the Air District’s Fiscal Year Ending (FYE) 2027, which begins on July 1, 2026.

The Air District will hold a virtual public workshop starting at 1:30 PM on Thursday, February 26, 2026. A link to the workshop will be available on the Air District’s main page and on this page in the "Hearings, Workshops and Other Events" table on February 24. Draft amendments to Regulation 3 are posted and will be discussed at the workshop. We will accept comments on this rule development effort through May 15, 2026.
