West Oakland Zero Emission Grant Program

Announcement:

The Air District has placed a deadline on receiving new applications for the West Oakland Zero Emission Grant Program. 

All new applications must be received by the Air District no later than 4:00 PM PST on February 3, 2020.

The Air District’s West Oakland Zero-Emission Grant Program will award funding to help owners and operators pay for a portion of the costs of purchasing and deploying new on- and off-road zero-emission vehicles, infrastructure, or other mobile or stationary equipment that will be operated and installed within West Oakland and the surrounding eligible areas.

The Air District will award remaining funds to eligible projects whose applications are fully submitted by the February 3 deadline on a first-come, first-served basis until funding is exhausted. In the event the program is oversubscribed, eligible projects will be placed on the program’s contingency list in the order they are received, to receive funding in the event that additional funding becomes available.

Examples of eligible new zero-emission vehicle and equipment include:

  • Battery electric and hydrogen fuel cell vehicles, including motorcycles, passenger cars, buses, and medium- and heavy-duty trucks
  • Zero-emission parking enforcement vehicles
  • Fully electric lawn and garden equipment
  • Zero-emission Transportation Refrigeration Units (TRUs)
  • Battery storage units and hydrogen fuel-cell technology to replace diesel generators
  • Battery electric or hydrogen fuel cell off-road equipment such as cargo-handling and airport ground support equipment
  • Electric vehicle charging stations and hydrogen fueling stations

Other types of vehicles and equipment may also be eligible if they can meet all program and application requirements.

The Air District will review, evaluate, and rank all eligible applications received by 4 PM on February 3, 2020. Awards will be issued to eligible projects in the order received until funding is exhausted. Eligible projects will continue to be evaluated after the program is fully subscribed, and will be placed on a contingency list to be awarded funding in the event additional funding becomes available.

Applicants who are selected for award must commit to own and operate the funded vehicles and equipment in the eligible areas for a minimum of five years.

Workshops

Applicants are highly encouraged to attend at least one pre-application workshop before submitting an application. Each workshop will be held online via webinar and is limited to 100 attendees. Registration is required.

The workshops cover the program requirements, applicant eligibility, project eligibility, the application process, and evaluation criteria. The following workshop has been scheduled:

This is the seventh pre-application webinar held by the Air District for this current solicitation of the program. The following is a list of previously held webinars:

  • December 10, 2019, from 2 PM to 3 PM PST
  • November 5, 2019, from 3 PM to 4 PM PST
  • October 3, 2019, from 11 AM to 12 PM PDT
  • September 12, 2019, from 10 AM to 11 AM PDT
  • September 6, 2019, from 1 PM to 2 PM PDT

  2. Attend an application workshop to learn about the program and application process (this is highly encouraged).
  3. Apply – complete and submit the online application (see link below) along with all necessary attachments, then print and mail one copy of all documents and a completed W-9 form to the address below:

The Air District will accept applications until 4 PM on February 3, 2020.

Funding for the West Oakland Zero-Emission Grant Program is provided by a grant from the Reformulated Gasoline Settlement Fund. Created as the result of an antitrust class action, the purpose of the RFG Fund is to achieve clean air and fuel-efficiency benefits for California consumers.

Some types of projects may also be eligible for co-funding with other Air District, state, or federal grants. Applicants are responsible for covering all costs that are not covered by this grant.
