Valero Refinery in Benicia notified the Air District of ongoing flaring due to a planned shutdown of refinery equipment. Air District inspectors will be closely monitoring. Report air quality complaints: 800-334-ODOR or online.
The TFCA 40 Percent Fund is a voluntary program that reduces emissions by funding alternative-fuel and trip-reduction projects.
For the first time, the TFCA these Policies will guide the use of both the 60 Percent Fund that is administered by the Air District, and the 40 Percent Fund, which is passed through and administered by the designated public agency in each of the nine Bay Area counties (collectively referred to as the “administering agencies”). The adopted Policies were approved by the Air District’s Board of Directors on December 3rd, 2025 and will govern the use of the TFCA Funds starting from July 1, 2026 moving forward.
Funded by the Transportation Fund for Clean Air, the TFCA 40 Percent Fund is offered through each county’s Transportation Agency. Interested applicants should reach out to their county’s Transportation Agency to learn about the program.
Funds are available for the following project types:
Public agencies in the Air District’s jurisdiction can apply for funds. Non-public entities may be eligible for funds for certain clean air vehicle projects. The Guidance Document below provides additional requirements and details on project eligibility.
