條例 9 規則 7 要求部分鍋爐、蒸汽發生器及流程加熱器向管理局登記備案，並遵守規則中所列的排放限制，從 2011 年 1 月 1 日起生效。

額定值在200萬至1000萬BTU/小時之間不符合規定要求的小型鍋爐的擁有者或操作員可能享有小型鍋爐規定的減排治理計劃的資格，享有額外的時間安裝或更新鍋爐，以符合適用的法規9與規則7的排放限制。
