Regulation 3: Fees - 2026 Amendment (Draft)

Learn about the Air District's development process for amendments to Regulation 3, which would increase fee revenue to help recover a greater share of the costs incurred by the Air District in implementing and enforcing regulatory programs.

Find out about the current status and anticipated timeline of the rule development process. Information on hearings, workshops, and other events is provided below, along with supporting documents and materials.

Amendments to Regulation 3: Fees would include revisions to the Air District's fee schedules and increases to specific Regulation 3 fees. These amendments would be effective for the Air District’s Fiscal Year Ending (FYE) 2027, which begins on July 1, 2026.

The Air District held a virtual public workshop on Thursday, February 26, 2026. The recording and materials from the workshop are available below in the "Hearings, Workshops and Other Events" table. Staff plan to present the proposed amendments along with the proposed FYE 2027 budget to the Finance and Administration Committee on March 18, 2026. The first public hearing is scheduled for Wednesday, April 29, 2026.

We will accept comments on this rule development effort through May 15, 2026. Written and/or email comments may be submitted to:
