The Air District's Board of Directors has voted to set the stage for Regulation 12, Rule 16 to cap greenhouse gas emissions from the region’s five refineries, creating a model for the state and nation to follow.

The Air District's Board of Directors has adopted two new regulations to further tighten air pollution controls on petroleum operations at Bay Area refineries. Regulation 9, Rule 14 reduces sulfur dioxide emissions from the largest Bay Area source, coke calcining. Regulation 12, Rule 15 is a first-of-its-kind requirement that will better enable the Air District to track refinery emissions as changes are made at the facilities.

The Air  District’s Community Advisory Council will hold its first meeting January 13 at 6 PM. In a historic moment, the Air District Board of Directors approved the formation of the Air District’s first Community Advisory Council on November 17, 2021. The Community Advisory Council will advise the Air District’s Board of Directors on environmental justice and equity-based policy and is the first body of its kind at the Bay Area Air District.

Today the Air District's Board of Directors voted unanimously to approve the community action plan, Owning Our Air: The West Oakland Community Action Plan, co-authored by the Air District and the West Oakland Environmental Indicators Project. 

The Air District's Board of Directors approved amendments to Regulation 6, Rule 3: Wood-Burning Devices and Regulation 5: Open Burning that will provide stronger public health protections and support wildfire prevention efforts through improved use of prescribed burns across the region.

The Air District's Board of Directors has approved the grant guidelines for the Local Community Benefits Fund, marking a major milestone for the Bay Reinvesting Penalties for Air Improvement and Resilience program, or Bay REPAIR program. The program will begin accepting grant applications on Jan. 29, 2026, opening a new opportunity for community-led projects that reduce air pollution, improve public health and strengthen community resilience in Benicia, Richmond and surrounding communities.

The Community Advisory Council works with the Board of Directors and Executive Officer to review and resolve air quality issues.
