The Air District has confirmed the source of the odor to be the West Contra Costa County Landfill's compost operation.

The Air District is investigating all potential sources for a series of rotten-egg odor complaints in San Francisco and Richmond - including two flaring incidents at Chevron as well as other potential sources such as ships, area landfills and wastewater treatment facilities.

The Air District has issued four violations to the Chevron refinery in Richmond for the December 28, 2016, incident that resulted in an upset and flaring at the refinery and many odor complaints in San Francisco and Richmond.

The Air District Board of Directors recently voted to approve funding for a comprehensive odor study in the Milpitas-area. 

The Air District and Contra Costa Health Services are working together to investigate all potential sources of odors that fouled the air in San Francisco and Point Richmond earlier this week. Sources under investigation include the Richmond Chevron Refinery, West Contra Costa County Composting Facility, shipping traffic, and sewage treatment facilities.

The Air District issued two public nuisance violations, one to Phillips 66 in Rodeo and one to the operator of the Yamuna Spirit oil tanker, for a September 20, 2016, incident near the Phillips 66 Refinery in Rodeo that resulted in nearly 1,500 odor complaints from the Vallejo area.

The Air District and Contra Costa Health Services continue to work together to investigate the source of odors that fouled San Francisco and Richmond on December 28 and 29. The joint investigation has ruled out any sources on San Francisco Bay, including ships or oil spills on the water, and now centers on Chevron’s Richmond refinery and other potential sources in Richmond, such as the waste water treatment plant, waste management facility, and other industrial sources.
