The Air District has fined BoDean Company, Inc. $1.28 million for nine air quality violations at the construction materials company’s Santa Rosa and Windsor facilities.
Violations occurred between 2021 and 2025, including significant unauthorized operations of rubberized asphalt equipment from August to September 2022. These violations generated prolonged, intense odors that impacted nearby communities for weeks and produced visible black smoke from facility equipment, violating air quality regulations and creating conditions that significantly disrupted the daily lives of residents.\
This penalty action resolves all nine violations, and BoDean’s facilities have since come into compliance.
Penalty funds collected through this enforcement action will be allocated in accordance with the Air District’s Community Benefits Policy, supporting local and regional projects that improve air quality and public health.
