The Smoking Vehicle Program is a voluntary citizen participation program. No enforcement action is taken as a result of citizen complaints against smoking vehicles. In order for the District to determine the effect of this program, and to consider improvements, we request that you take a few minutes to complete this survey.

The Air District has issued two separate Compliance Advisories. Any entities that engage in source testing activities or that own, operate, or maintain Continuous Emissions Monitoring System (CEMS) unit(s) in the Bay Area are encouraged to review these advisories. Each advisory includes important guidance/requirements relating to source testing, CEMS unit maintenance, and/or source test reporting.

The Air District is warning unregistered Bay Area employers subject to the Bay Area Commuter Benefits Program that they could face financial penalties for not coming into compliance with the 2016 regulation. 

A joint prosecution by the Contra Costa District Attorney and Bay Area Air District has resulted in a $10 million penalty against Martinez Refining Company, along with compliance improvements at its Martinez refinery, and $600,000 in mitigation payments for supplemental environmental projects.

The Air District announced today that Tesoro Refining & Marketing Co. has agreed to pay $646,140 to settle air pollution violations at its Golden Eagle Refinery in Martinez. The settlement covers 36 notices of violation issued to Tesoro for non-compliance at its refinery in 2012.

The Air District and the Metropolitan Transportation Commission are announcing a new compliance option for the regional Commuter Benefits Program. In addition to the four options employers can currently choose to comply with the regional commuter program, employers can now choose Option 5: Telework. 

On December 28, the Air District announced that Valero Refining Co. agreed to pay $142,000 to settle violations at its refinery in Benicia. The settlement covers a group of 20 notices of violation issued to the company for non-compliance with air quality regulations that occurred largely in 2015.

The Air District has filed a lawsuit against Acme Fill Corp. for illegally emitting high levels of methane and other organic compounds from its landfill in Martinez. The complaint, filed today in Contra Costa County Superior Court, seeks monetary penalties for multiple violations of state and local air quality regulations following a compliance inspection conducted by the Air District on August 24, 2023.
