The Air District has relaunched its Clean Cars for All program with more than $10 million available from state and local funding sources for income-qualified Bay Area residents to purchase cleaner air vehicles.
“A clean transportation future can only be achieved if it is affordable and accessible to everyone,” said Dr. Philip Fine, executive officer of the Air District. “By removing financial barriers to clean transportation, this program helps residents access zero-emission vehicles that improve air quality, reduce climate-warming emissions and support healthier, more equitable outcomes across the Bay Area.”
The program provides up to $12,000 for eligible residents to retire their older vehicles and replace them with new or used electric, plug-in hybrid, or fuel cell electric vehicles, or zero-emission motorcycles through spring 2026. Participants can also choose a pre-paid card for public transit and the purchase of e-bikes and bike accessories. Participants must live within the Air District’s jurisdiction and meet income limits based on household size. The highest incentives are available to participants in disadvantaged community census tracts.
Participants may also receive additional funding for EV charging, including home charger installation, a portable charger, or a public EV charge card. Participants who purchase a qualifying vehicle may also be eligible for up to $5,000 towards adaptive equipment for accessibility needs. The Air District launched the program in March 2019 and has received over $86 million in total funding to make clean vehicles affordable across the Bay Area.
Participants may choose from these clean transportation options to replace their 2007 or older vehicle, which will be scrapped:
- Electric vehicles that operate solely on electric motors and recharge by plugging into outlets or charging stations
- Fuel cell electric vehicles that use hydrogen fuel and electric motors instead of gasoline engines
- Plug-in hybrid electric vehicles that combine electric motors with gasoline engines and can be recharged by plugging in
- Zero-emission motorcycles that provide clean, efficient transportation
- E-bikes, or transit funds for Bay Area public transportation systems
