Learn about and participate in the Bay Area Regional Climate Action Planning Initiative for the San Francisco-Oakland-Berkeley Metropolitan Statistical Area, or MSA.
The Air District has received funding from the U.S. Environmental Protection Agency’s Climate Pollution Reduction Grant program to lead an eight-county climate action planning process to position the region to compete for $4.3 billion in implementation funding. This planning effort identifies specific, implementation-ready climate measures in a couple of high-priority sectors that provide significant greenhouse gas, or GHG, reductions and benefit frontline communities.
The first phase of this planning effort is a Priority Climate Action Plan(2 Mb PDF, 54 pgs, posted 2/29/2024), comprised of GHG reduction measures, supporting analyses, and a GHG inventory for high-priority sectors. Eligible applicants can apply for funding to implement measures in the PCAP. Funding applications are due to the U.S. EPA by April 1, 2024.
The Priority Climate Action Plan includes:
The EPA grant also funds development of a longer-term Comprehensive Climate Action Plan, or CCAP, which will be the focus of efforts beginning later this spring.
The Air District has convened an Advisory Work Group of regional agency, county, and city staff to help coordinate development of the PCAP and CCAP. Members include other regional agencies (Bay Area Regional Collaborative, the Association of Bay Area Governments’ Bay Area Renewable Energy Network [BayREN], and Metropolitan Transportation Commission), the cities named in the metro area designation for the planning effort (City and County of San Francisco, City of Oakland, and City of Berkeley), and the counties comprising the designated metro area (Alameda, Contra Costa, Marin, Napa, San Mateo, San Francisco, and the southern portions of Sonoma and Solano counties). The Air District is coordinating with the region’s other EPA-designated metro area planning effort, which includes Santa Clara County.
The EPA grant program advances the goals of the Justice40 Initiative set forth in Executive Order 14008, which aims to deliver 40 percent of the overall benefits of relevant federal investments to disadvantaged communities. Air District staff developed a mapping tool to help identify communities that are considered frontline communities for the purpose of the CPRG planning effort: Bay Area Regional Climate Action Planning Initiative's Frontline Communities Map (arcgis.com). (The U.S. EPA refers to these communities as low-income and disadvantaged communities, or LIDACs.) The map represents the results of different environmental justice screening tools from federal and regional governments.
Working Sessions
The Advisory Working Group, Roundtable members, and other stakeholders participated in a series of sessions with the aim of solidifying and finalizing the PCAP measures.
Public Workshop - November 14, 2023
On November 14, the Air District held a (virtual) Public Workshop to learn about the Bay Area Regional Climate Action Plan – an effort funded through an EPA Climate Pollution Reduction Grant. In addition to the presentation, attendees had an opportunity to discuss this effort in breakout groups. Slides and a recording of the presentation are posted as follows:
