Dominique Brooks
Dominique Brooks is the Founder and Executive Director of Healing Impacted Communities (HIC), a grassroots environmental justice organization based in Rodeo, California. A lifelong Bay Area resident, Dominique has lived in and worked across multiple low-income, fence line, environmentally burdened communities—including North Richmond, Stockton, Rodeo, and San Francisco’s Bayview. Her lived experience growing up in public housing near refineries and other pollution sources drives her commitment to advancing environmental health, equity, and resilience for historically impacted communities.
Through HIC, Dominique leads initiatives focused on air and water quality, shoreline protection, and toxic emissions education. Recent partnerships include the California Air Resources Board (CARB) on the Toxic Emissions Reduction & Biofuels Education Project and a Bio-Monitoring Air Pollution Project; the Bay Area Air Quality Management District (BAAQMD) on a Clean Air Filtration and asthma-mitigation effort; All Positives Possible on Tap Water Quality Testing and education; Clean Water Action on PFAS and fish quality forums; and the Rose Foundation on a Climate Justice Youth Leadership Program. Dominique also served as an Environmental Justice Advisor to the San Francisco Bay Conservation and Development Commission (BCDC).
In addition to her nonprofit leadership, Dominique is a Lead Case Manager at Felton Institute’s Harbor Haven Permanent Supportive Housing Program in Bayview, where She supports chronically homeless individuals navigating housing instability, mental health challenges, disabilities, and environmental health disparities Her mission is to foster healthier, safer, and more sustainable communities throughout the Bay Area and beyond.
