However, a greater percentage of harmful air emissions come from cars and trucks, construction equipment, and other mobile sources.

Goods Movement Emission Reduction Program

Goods Movement Program – Year 3 Port Trucks

This Program is NOT open to all drayage (port) truck owners. This Program is only open to owners of drayage trucks appearing on the list provided below. Applications for this Program are being administered by CA Air Resources Board (CARB) in Sacramento.

If you recently received a letter from CARB inviting you to apply for 2012 funding to replace your 1994-2003 engine drayage truck, you may find it helpful to attend an information session scheduled in the Bay Area (a flyer was included with your letter).

 

The following application assistance is availble:

  • Assistance in languages other than English will be available at these events. Events will be held at the Port of Oakland Customer Service Center, 2475B West 12th Street, Oakland, CA 94607 (January 12 & 13 and January 26 & 27 - 11am-4pm).
  • BAAQMD staff and invited lenders will hold two additional information and application assistance events: OT411 Trucker Information Center, Maritime Ave/Alaska Rd, Port of Oakland, 94607. Thursday, Feb 2, 2012 and Monday, Feb 6, 2012 – 1pm to 5pm. Assistance flyer (195 k PDF, 1 pg)

Engine MY 2004 Port Truck Replacement Program

 

The Bay Area Air Quality Management District (District or BAAQMD) is no longer accepting applications to replace drayage (port) trucks that have engines manufactured in 2004.  Trucks must be Class 8 (GVWR 33,001 lbs or greater), travel an average of 20,000 miles per year, be registered in the CARB Drayage Truck Registry (DTR) to an addresses in the nine-county Bay Area air basin and be used primarily to transport bulk or containerized cargo in Bay Area maritime and rail ports.

 

Applications were due by Friday, January 13, 2012 (5:00 pm), and funds will be awarded on a first-come, first-served basis. At least $1.04 million is available for funding eligible projects. If additional funding becomes available, it will be assigned in rank order to eligible projects in this Program. Each funded project will receive a $10,000 grant towards the purchase of a replacement truck with an engine certified to 2007 emissions standard or cleaner. These trucks are expected to cost between $59,000 and $69,400. The District has contracted with Cascade Sierra Solutions (CSS) to ensure trade-in values of up to $15,000 to further offset the purchase price. Grantees are responsible for financing or paying the balance of project costs, including taxes, fees, and warranties.

Submitting an application for the Program is not a guarantee of funding but will be used to determine the potential emission reduction benefits of the proposed project. Any equipment purchased before the full execution of a Grant Agreement signed with the District for this Program will not be considered for funding.

Program Documents

Truck Exchange and Financing - The Program contractor, CSS, will assist applicants to apply and to select a replacement truck meeting all Program requirements. CSS can also assist participants with financing options for their selected truck. Truck purchase must only be processed through CSS: no outside truck purchases will be funded. Old/Existing trucks will be turned in for trade-in credit and CSS will resell these overseas or outside CA. Old/Existing trucks are required to remain outside CA for 10 years.

 

MY2004 CARB DTR Compliance Deadline - Please be aware that participation in the Engine MY2004 Port Truck Replacement Program does not waive compliance or extend deadlines for the CA Drayage Truck Regulation which requires that drayage trucks with MY2004 engines entering maritime and rail ports after January 1, 2012 to comply with pollution-reducing equipment upgrades by that date. The Drayage Truck Regulation is a state rule and any modifications to the compliance schedule can only be made by CARB. If participants do not have a compliant truck on 1/1/2012, they will not be able to enter a port or railyard.

 

 

Year 2 Truck Projects

The Air District is not currently accepting applications for truck projects for the Goods Movement Program (GMP). The application period for GMP Year 2 truck projects ended on April 30, 2011. Additional information regarding the recent solicitation is available below.

The Air District has posted a preliminary ranking of projects for the Year 2 GMP Truck program, and at this time is using the ranking list to complete required pre-inspections for the top-ranked trucks. Appearance of a truck on the rank list is NOT a guarantee of funding. Currently, funding is available for approximately 160 truck projects. Funding will be assigned to trucks based on rank order. Grant awards will only be made to eligible trucks meeting all Program requirements. Inspections and contracting will continue until all funds are exhausted. Ranked trucks not assigned funding will be put onto a back-up list. If additional funds become available, these will be assigned to back-up projects following the rank order of the list.

Beginning in October 2011, Air District inspectors will contact owners of high-ranking trucks to arrange pre-inspection; please do not call Air District staff to request an inspection. Inspectors will inspect only the trucks specified by the Grants Program. Contracting of pre-inspected trucks that are found eligible and meeting all Program requirements is anticipated to begin in October/ November 2011.

The Air District is not accepting project applications for ships-at-berth and cargo handling equipment projects at this time.  The application deadline for the last round of funding was March 15, 2011.
