Background

The Air District, Marie Harrison Community Foundation (MHCF), and Leaders for Environmental Activism Reclaiming Their Health (Leaders4EARTH) are partnering to implement the Community-Led Environmental Air Research (CLEAR) monitoring project in the community of BVHP/SESF.

Located in the southeastern part of San Francisco, BVHP/SESF is bisected by two major freeways (Interstate 280 and U.S. Route 101) and contains large tracts of Production, Distribution, and Repair (PDR) and Industrial (M) land uses. These areas contain a unique mix of sources that include a wastewater treatment plant, materials handling and recycling facilities, cement plants, autobody shops, metal fabrication, food processing facilities, unpaved roads, and distribution centers that attract diesel truck traffic. BVHP is also directly adjacent to the Hunters Point Naval Shipyard, which is designated as an Environmental Protection Agency Superfund site due to the presence of contaminated soil, surface and groundwater with petroleum fuels, pesticides, heavy metals, polychlorinated biphenyls (PCBs), volatile organic compounds (VOCs) and radionuclides.

Bayview Hunters Point community members and organizations have long advocated for environmental, economic, and social justice for their community, and the CLEAR project aids those efforts. The CLEAR project will also recruit, educate, and engage a youth cohort throughout the project on air pollution basics, air monitoring technologies, and data collection, analysis, and interpretation. Local youth and community partners will also be directly involved in co-developing the initial study design and participating in and contributing to data collection, analysis, interpretation, and communication of results and findings to the broader community. In addition to producing actionable data, the project hopes to build a local workforce of youth and residents prepared to advocate for community needs. The project will be using a multifaceted approach for characterizing local-scale air quality impacts in BVHP/SESF, including:

  1. The deployment of Air District’s mobile air monitoring van to measure volatile organic compounds (VOCs) – including many air toxics – and particulate matter (PM) around air pollution sources of interest to the community;
  2. Targeted deployment of a small network PM monitors to better understand sources of fugitive dust in the community.

Air monitoring using the Air District’s mobile air monitoring van will focus on industrial land uses, sources of air pollution, and locations of community assets within BVHP/SESF that were identified by the CLEAR youth cohort, Marie Harrison Community Foundation, Leaders4EARTH, and the AB 617 BVHP/SESF Community Steering Committee (CSC).

The CLEAR project is supported by the "California Climate Investments" (CCI) program, a statewide initiative that puts billions of Cap-and-Invest dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment--particularly in disadvantaged communities. The Air District is providing in-kind resources and support to the CLEAR community air grant project, and is not receiving any funds for CLEAR from the CCI program.
