FARMER Zero-Emission Equipment Demonstration Program

The program is currently closed and not accepting new applications. The Air District does not have a timeline to reopen this program. Check back periodically for updated program information, or you can request to be added to the email notification list for future solicitation information.

Approximately $1 million in funding was provided by the Funding Agricultural Reduction Measures for Emission Reductions, or FARMER, Program, to demonstrate mobile zero-emission equipment in Bay Area agricultural operations. FARMER is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities.

Reformulated Gas Settlement Funds (RFG)

The Air District has funds available to help owners and operators pay for a portion of the costs of purchasing and deploying new on- and off-road zero-emission vehicles, infrastructure, or other mobile or stationary equipment that will be operated and installed within West Oakland and the surrounding eligible areas.

Examples of eligible new zero-emission vehicles and equipment include:

  • Battery electric and hydrogen fuel cell vehicles, including motorcycles, passenger cars, buses, and medium- and heavy-duty trucks
  • Zero-emission parking enforcement vehicles
  • Fully electric lawn and garden equipment
  • Zero-emission Transportation Refrigeration Units (TRUs)
  • Battery storage units and hydrogen fuel-cell technology to replace diesel generators
  • Battery electric or hydrogen fuel cell off-road equipment such as cargo-handling and airport ground support equipment
  • Electric vehicle charging stations and hydrogen fueling stations

Volkswagen Environmental Mitigation Trust (state-wide opportunity)

Funding from the Volkswagen Environmental Mitigation Trust is available statewide to reduce NOx emissions:

Mobile Source Incentive Fund

The Mobile Source Incentive Fund, or MSIF, provides grants to the public and private sector for projects eligible for the Carl Moyer Program, vehicle scrappage and agricultural assistance programs, and for projects to reduce pollution from school buses. Fund revenues are collected from a $2 fee on vehicles registered in the Bay Area, and generate about $11 million each year.
