The federal Clean Air Act (CAA) requires the U.S. Environmental Protection Agency (U.S. EPA) to establish health-based national air quality standards (also referred to as NAAQS) for ozone, particulate matter, and other criteria air pollutants. In February 2024, the U.S. EPA strengthened the Primary Annual standard for PM2.5 NAAQS from 12.0 to 9.0 micrograms per cubic meter (μg/m3). The San Francisco Bay Area Air Basin is expected to be newly designated nonattainment for the revised PM2.5 NAAQS and once designated by the U.S. EPA, the Air District will be developing a nonattainment PM2.5 State Implementation Plan (SIP).
Certification of Compliance with 2015 NAAQS NNSR SIP Requirements
On September 1, 2021, the Air District’s Board of Directors adopted a certification that the Air District’s nonattainment new source review permitting program meets the federal Clean Air Act requirements for the 2015 Ozone National Ambient Air Quality Standards.
