The Air District has fined Tesoro Refining & Marketing Company $1,469,579 for air quality violations at its Martinez refinery.

On December 28, the Air District announced that Valero Refining Co. agreed to pay $142,000 to settle violations at its refinery in Benicia. The settlement covers a group of 20 notices of violation issued to the company for non-compliance with air quality regulations that occurred largely in 2015.

The Air District announced that Phillips 66 Company has agreed to pay $99,400 to to settle a group of 13 Notices of Violation issued for air quality violations that occurred at its Rodeo refinery in 2015.

In partnership with the Air District, Contra Costa County Board of Supervisors Chair John Gioia sent a letter Friday, June 2, to the U.S. Department of Justice requesting at least 40 percent of the penalty against Tesoro Refining & Marketing Company be used for local health initiatives.

The Air District has issued Crown Hill Materials, a concrete facility in Vallejo, a Notice of Violation for operating a concrete batch plant without the required air quality permit. The agreement requires Tesoro to take new data access and community engagement actions beyond those required by regulation or permit.

The Air District has issued 18 Notices of Violation to MRC for violations of air quality regulations and/or permit conditions for the February 1 fire. This is an ongoing investigation, and more violations may be issued.

These letters were not sent by the Bay Area Air District or the Metropolitan Transportation Commission and contain misinformation. Please disregard these letters if you received them. The Air District announced today it has reached two separate agreements with Chevron and Martinez Refining Company resulting in an end to the litigation against the agency over its groundbreaking Regulation 6, Rule 5, major emissions reductions from both refineries, unprecedented penalties and other payments of up to $138 million, and a Richmond-area Community Air Quality Fund, among other benefits. The Air District estimates that the emission reductions achieved by the rule will result in tens of millions of dollars per year in health benefits by reducing early deaths and other health impacts of exposure to particulate matter.
