Regulation 13 Rule 5: Petroleum Refinery Hydrogen Plants

The Air District is developing a new source-specific rule to address emissions of methane (a potent climate pollutant) and volatile organic compounds (a precursor to smog formation), which together is referred to as "total organic compounds" (TOC), in the Bay Area. Draft Regulation 13: Climate Pollutants, Rule 5: Petroleum Refinery Hydrogen Plants (Rule 13-5) would limit vented emissions of methane and organic compounds from petroleum refineries’ hydrogen production plants, hydrogen carrying systems, and hydrogen end users such as process units­­­.

A public workshop to discuss draft Rule 13-5 was held on Monday, January 27, 2020 at the Air District's headquarters on Beale Street in San Francisco. Draft rule language and a workshop report were provided. Based on comments provided at the workshop, written comments, and comments provided during subsequent meetings between Air District staff and hydrogen plant operators, Rule 13-5 has been renamed to Petroleum Refinery Hydrogen Plants and the draft rule has been revised to address concerns voiced during the first workshop. The Air District seeks comments on the revised version of draft Rule 13-5 and the associated Preliminary Staff Report. The deadline for comments is Monday, October 19, 2020.
