Permit Applications on Public Notice
NOTICE
CEMEX Construction Materials Pacific, LLC (Facility #17111) has applied to modify throughput at its barge conveyor operations at the Bayview-Hunters Point facility located in San Francisco, CA. The Air District is serving as the Lead Agency for the CEQA review. An Initial Study/Negative Declaration is on public notice, and the public comment period ends on March 23, 2026.
The Air District informs the public about certain projects, facilities, and permits that are under review by issuing a public notice. Below you will find a list of the active and historical public notices for the last 24 months, as well as several years previously. The Air District takes comments received by the public into account in making final decisions and responds back to all commenters.
- Public Notice for Schools and Overburdened Communities (Regulation 2, Rule 1, Section 412)
- The “Waters Bill Notification” or School Notification is triggered when a permit application for a new and modified emissions source is expected to emit any hazardous air pollutants or toxic air contaminants and the emissions release point is located within 1,000 feet of a kindergarten through grade 12 school with more than 12 students.
- An overburdened community (OBC) notification is triggered when a permit application for a new and modified emissions source requires a health risk assessment and the emissions release point is located within an OBC, as shown by the OBC map.
- New Major Facility or Major Modification of Existing Facilities (Regulation 2, Rule 2, Section 405): New Major Facility or Major Modification permit applications, or those subject to Prevention of Significant Deterioration or Maximum Achievable Control Technology requirements.
- Emissions Banking (Regulation 2, Rule 2, Section 405): Banking applications for emissions reductions greater than 40 tons per year.
- Major Facility Review / Title V Permit (Regulation 2, Rule 6, Section 412): Renewal of Title V permits and applications that meet the definition of major revision of the Title V permit under Regulation 2, Rule 6.
- Facility-Wide Health Risk Assessment (Regulation 11, Rule 18): The Air-District conducts facility-wide health risk assessments for existing facilities that have a potential for high health risks.
- Facility Risk Reduction Plans (Regulation 11, Rule 18, Section 405.2): Existing facilities that are found to have health risks at or above a risk action level must prepare and implement an Air-District approved risk reduction plan.
- Air Toxics “Hot Spots” Information and Assessment Act (AB2588, California Health and Safety Code Section 44362): Facilities found to pose a significant health risk from emissions of toxic air contaminants.
- California Environmental Quality Act (Public Resources Code, Section 21000, et seq.): Projects that trigger environmental review under this law and for which the Air District is the lead agency.
