  • (1) The concentration of the constituents that were not detected is assumed to be zero. Non-detect H2S is assumed to be 0.01% by volume.
    (2) Methane and non-methane emissions are calculated using 98% efficiency.
    (3) The concentration of Non-methane hydrocarbons is calculated by subtracting hydrogen, nitrogen, other inorganic substances and methane from 100%.
    (4) Fuel non-methane portion molecular weight calculation is provided in Table 3.
    (5) On April 14-18, 2023, third-party hydrogen plant produces steam and hydrogen in preparation for unit start-ups. PSA hydrogen was sent to the flare from April 14 approximately 9:00 AM to April 18, 2023. P66 observed that the H2S values were elevated when we sent PSA hydrogen to the flare. The reporting limit for ASTM 1945-96 which is used to analyze for H2S is 0.1 mol%. The ASTM 1945-96 is more accurate if there are primarily hydrocarbons in the vent gas sample. This method is not as accurate for H2S if there is significant amount of hydrogen in the sample. During the periods where PSA hydrogen was flared, the samples were also analyzed for Total Sulfur to provide a more accurate SO2 emission estimate.
